Buenas noches, Familias de esta Nicaragua Cristiana, Socialista, Solidaria.
Hoy estamos conmemorando el 46 Aniversario de Fundación de la Policía Nacional, Policía del Pueblo, Policía que se organizó sirviendo como sus primeros Miembros, Oficiales, Compañer@s que venían del Combate Revolucionario, Compañer@s que venían de la Lucha Insurreccional.
Compañer@s que ya habían tenido una experiencia combativa en la que se venían forjando en la Lucha con mucha fortaleza, y también con mucho dolor cuando encontraban Familias Campesinas, Familias de extracción pobre, asesinadas por los enemigos del Pueblo, asesinadas por los Contrarrevolucionarios. Y lógicamente también l@s Compañer@s Policías que venían entregando su Vida para conquistar Paz y Estabilidad en Nicaragua.
Fue una etapa heroica aquella en la que se forjó la Policía, al igual que el Ejército; se forjaron como cuando se está fundiendo el acero y, efectivamente, son 46 Años de Lucha por la Vida, la Vida de las Familias nicaragüenses, por la Vida y la Seguridad de los Jóvenes, de los Niños, de los Adultos, de los Ancianos.
Una Lucha permanente donde muchos Policías han sido asesinados, no solamente por delincuentes, por criminales, sino que también los que fueron asesinados en el levantamiento del año 2018 que intentó acabar con la Revolución. Pero la Revolución ya estaba en el Corazón del Pueblo, en la Conciencia del Pueblo, en la en la combatividad del Pueblo y, sencillamente, ellos lo que hicieron fue llenar de dolor, afectar la Paz, porque afectaron la Paz, porque afectaron el Comercio, porque bloquearon Carreteras.
Pero bueno, pensaban que como no se les desalojaba pensaban que ya la Revolución había sido derrotada. Y no se les desalojaba simplemente, porque el Pueblo ahí estaba tomando Conciencia de que los que querían acabar con la Revolución estaban atentando con la Paz y estaban ensangrentando al mismo Pueblo.
Se negaban aceptar la suspensión de los Tranques, y más bien más crímenes cometían, contra civiles y contra Policías, contra Militares; Compañeros que iban de Pase y se encontraban con un Tranque inmediatamente lo capturaban, lo torturaban, lo asesinaban y lo quemaban.
Así decenas de Compañer@s fueron asesinados, y eso permitió que el Pueblo le diera valor a la Paz, porque el mismo Pueblo empezó a exigir, a demandar, que se restableciera la Paz. Y llegó el momento en que la Policía, con los Policías Voluntarios y con el Pueblo, fueron sobre los famosos Tranques que tenían, fueron sobre los lugares en que ellos se encontraban asesinando, saqueando, robando.
Fue realmente una Operación rápida, no fue una gran batalla, no fue una batalla que durara semanas… ¡No! Sencillamente, se desplazaron las Fuerzas hacia los puntos en que ellos se encontraban más fortalecidos cometiendo crímenes, y cuando sintieron la Fuerza de la Policía, la Fuerza de la Policía Voluntaria, la Fuerza del Pueblo, avanzando, inmediatamente empezaron a huir y a desmontar. Y fueron derrotados, en cuestión de segundos fueron derrotados, y luego a quejarse, y es la fecha y siguen quejándose, porque se les derrotó, querían seguir acabando con la Paz.
Ahora, el Pueblo cada día que pasa valora más la Paz. Todos los sectores sociales, económicos, de nuestro País, valoran más la Paz, todos valoran la Paz, y se ha entendido bien que, si queremos acabar con la Pobreza, es imprescindible la Paz, para seguir construyendo Hospitales, para seguir construyendo Escuelas, para seguir construyendo Viviendas para las Familias que todavía están en la Pobreza.
Esa es una meta que tenemos, nosotros estamos comprometidos, la Revolución está comprometida
con todas las Familias nicaragüenses, para asegurarles Salud, Educación y Viviendas. Y vamos a lograrlo, porque vamos avanzando. Y el día que ya no falte una Vivienda Digna para ninguna Familia nicaragüense, que no falte el trabajo, que no falten las actividades agropecuarias, las actividades de los Artesanos, de los Comerciantes de los Mercados que todo eso se ha venido multiplicando, ha venido creciendo, ¿por qué? Porque hay Paz. La Paz ha sido fundamental, es fundamental, y seguirá siendo fundamental, para que Nicaragua sea un País cada vez más Próspero y más Seguro.

Ve, aquí la Paz dice el niño. ¡Sí! Este Niño va a cumplir 2 años este próximo Sábado, pero él tiene una atracción por las actividades del Pueblo, por las actividades revolucionarias, por las actividades del Ejército y de la Policía. Él marcha ya, y saluda.
Esta Lucha que estamos librando nosotr@s, Herman@s, salva Vidas, y la Niñez está en lo que serían las Vidas que más tenemos que proteger, la Vida de los Niños, la Vida de las Familias; protegiendo la Vida de las Familias estamos protegiendo la Vida de l@s Niñ@s, y protegiendo a las Madres embarazadas, en su proceso de embarazo, como lo estamos haciendo ahora con los Programas en los Hospitales, ahí estamos asegurándonos que Madre embarazada pueda tener un parto exitoso.
Es decir, es lo primero, la Vida, la Vida de l@s Niñ@s que están en las Madres embarazadas es lo primero. Y para esto hemos logrado incorporar técnicas, capacidades, para que las Madres que tienen el Niño en el vientre, si en el seguimiento que se les hace en los Hospitales, ahora ya se ha logrado instalar un sistema para que se puedan sopesar si los Niños aparecen con algún problema en el vientre, entonces operarlos en el vientre.
Y los Ancianos que estén en condiciones de pobreza, que tienen múltiples enfermedades, también ahí estamos desarrollando Programas, Asilos, para atender ahí y salvar Vidas, y que no queden tirados en medio de la miseria, en medio de la pobreza, sino que, en nuestro Pueblo hemos tenido siempre un gran respeto, un gran cariño por los Ancianos, porque valoramos que sin ellos no estaríamos nosotros, y que ellos nos ayudaron a formarnos, a crecer.
También en este esfuerzo que estamos haciendo para avanzar lo más que se pueda, y es nuestro deber avanzar lo más que se pueda, con todos los medios que tenemos a nuestro alcance, llevar más Puestos de Salud hasta aquellos lugares donde todavía no hay Puestos de Salud.
Aunque yo diría que ya los Puestos de Salud están cubriendo prácticamente todo Nicaragua. Porque además, donde no hay un Puesto de Salud ahí llega el vehículo con todos los equipos médicos y con los Especialistas a hacer los exámenes a las Comunidades, a las Comarcas que no tienen la oportunidad de tener cerca un Hospital o un Puesto de Salud.
Es decir, tenemos un servicio hospitalario gratuito. Aquí está prohibido cobrar por la Salud, está prohibido cobrar por la Educación; la Educación y la Salud son gratuitos para todo el Pueblo nicaragüense.
Cuántas noticias, que las escuchamos o que las vemos, de lo que es el Mundo en estos momentos. El Mundo no es un Mundo de Paz, desgraciadamente no es un Mundo de Paz. Cuando debería de haber Paz en el Mundo es cuando hay más enfrentamientos y más guerras en el Mundo; es cuando se están cometiendo crímenes terribles, como los que comete el Gobierno de Israel, que está asesinando a todo un Pueblo, que está destruyendo todas las viviendas, todos los edificios, todas las Escuelas, todos los hospitales, porque quiere desaparecer al Pueblo Palestino.
Y lo hace, el Gobierno de Israel, porque cuenta con recursos militares, miles de millones que coloca el Gobierno norteamericano y Gobiernos europeos ahí, en Israel, para que Israel acabe con el Pueblo Palestino, y que acabando con el Pueblo Palestino luego se puedan hacer dueños de toda la región, y haciéndose dueños de toda la región, una región muy rica, entonces entregarles esa riqueza a los Países Imperialistas.
O sea, esa inversión no la hacen los Estados Unidos de gratis, simplemente la hacen porque les interesa dominar la economía en toda esa Región, que es una Región históricamente, una Región que tiene mucha Identidad, mucha Fortaleza, y donde están Pueblos que han sido Pueblos rebeldes que han luchado contra el Colonialismo y ahora los quieren convertir en esclavos.
Nosotros, lógicamente, condenamos los crímenes que se están cometiendo contra el Pueblo Palestino, así como también condenamos el desplazamiento de fuerzas militares que hace el Gobierno de los Estados Unidos aquí en la Región Latinoamericana, con el cuento de que Venezuela es la gran exportadora de la cocaína y que Colombia es el gran productor de la hoja de coca. Y con ese pretexto, inventando que las Autoridades venezolanas, que el Presidente de Venezuela, nuestro Hermano Nicolás Maduro es el que preside las bandas de los narcotraficantes.
Venezuela, un País con una inmensa riqueza, el País con la mayor reserva de petróleo en el Mundo, eso es lo que andan buscando los Gobernantes norteamericanos, el capital norteamericano, adueñarse del petróleo venezolano, robarle el petróleo al Pueblo venezolano, inventando que la coca sale de esos Países del Sur y que luego se consume en Estados Unidos.
Ellos, que tienen un poder de Inteligencia, un poder militar gigantesco, ¿dónde está ese poder? Si no controlan los puertos, si no controlan las ciudades, donde se da el mayor consumo de drogas del Mundo es en Estados Unidos de Norteamérica y donde mueren miles y miles de jóvenes norteamericanos como resultado de la droga.
Entonces, ellos no quieren asumir la responsabilidad de controlar los Bancos; en los Bancos tranquilamente los narcotraficantes colocan sus cuentas, y no hay ninguna Ley ahí que obligue a revisar esas cuentas. Es decir, ahí hay una complicidad.
Es terrible lo que está pasando, porque, por un lado, lo que han hecho con los inmigrantes, incluso Hermanos nicaragüenses, que han viajado a los Estados Unidos creyendo que van a estar mucho mejor que aquí, ahora los están mandando de regreso a Nicaragua.
Pero antes los tienen presos allá en los Estados Unidos, y tienen presas a Familias enteras allá en los Estados Unidos; Familias enteras de Países latinoamericanos, caribeños y de otras Regiones del Mundo, que llegaron allá a Estados Unidos cuando ellos mismos estaban pidiendo emigrantes para que hicieran el trabajo en zonas agrícolas, el trabajo en zonas industriales, porque hacía falta mano de obra. Ahora resulta que les están expulsando de Estados Unidos; los meten presos, los acusan de narcotraficantes, los mandan a prisiones.
Y en el caso de Nicaragua, están deportando, ahí están viniendo los vuelos, aquí se les recibe, porque se fueron con las intenciones de trabajar, estuvieron trabajando.
Está pasando lo siguiente en los Estados Unidos: Llegan los que andan persiguiendo a los emigrantes para capturarlos y deportarlos llegan a las fábricas, cuando las fábricas están trabajando, a cualquier hora del día o de la noche entran y empiezan a capturar a los trabajadores, porque la mayoría de los trabajadores son inmigrantes. Y esto claro que provoca malestar en los dueños de las empresas que son norteamericanas.
Es decir, es una política totalmente brutal, porque están atentando contra los ciudadanos que entraron allá; otros con Ciudadanía norteamericana, también van presos, después van para afuera, y otra cantidad que han muerto, asesinados allá en los Estados Unidos.
Nosotros los recibimos muy bien a los emigrantes que vienen en los vuelos, en estos días entró un vuelo con 119 emigrantes. Son nicaragüenses, trabajadores, gente humilde que estaban allá luchando, y bueno, aquí los recibimos con los brazos abiertos.
Los recibimos como Herman@s nicaragüenses, porque ellos no se fueron allá a pedir que los Estados Unidos invadieran Nicaragua, se fueron allá a buscar por la Vida, y miren la tragedia. Y cuantos más vuelos vengan, lo bueno es que aquí se están abriendo muchas oportunidades, cada día se abren más oportunidades de trabajo y ahí tendrán ellos la oportunidad de trabajar al lado de su Familia.
En este día nuestra felicitación en primer lugar para las Familias de ustedes, Hermanos Policías, porque no puede haber un Policía si antes no está la Familia, y la Familia que los acompaña, la Familia que tiene que entender que la labor de ustedes es de un gran riesgo, de un gran peligro, porque arriesgan la Vida con su trabajo.
Y las Familias que saben que no pueden estarlos viendo todos los días, que el trabajo de ustedes no es un trabajo de ocho horas por día, sino que es un trabajo de todo tiempo, y de mucho riesgo, y la Familia ahí, bueno, dándoles el apoyo. Así que nuestro agradecimiento, nuestro reconocimiento a las Familias de tod@s l@s Policías de la Policía Nacional.
Y cuánto nos alegra el reconocimiento, en Grados, ver un buen contingente de Mujeres ahí recibiendo Grados que bien se los merecen. Y nuestras felicitaciones también para los Compañeros Varones que recibieron los Grados Superiores.
También nuestro reconocimiento al Comisionado General Francisco Díaz como Dirigente Fundador de la Policía Nacional, y al Compañero Victoriano que hoy comparte esa Dirección con el General Francisco Díaz.
Bueno, mañana tendremos el Desfile en la Avenida De Bolívar a Chávez, ahí estaremos acompañándolos en el Desfile, y transmitiendo el Desfile como estamos transmitiendo este Acto, para toda Nicaragua, para todas las Familias nicaragüenses.
Que sientan las Familias nicaragüenses que esta Policía está para servirles, para protegerlas, para resguardarlas, y que, por lo tanto, se sientan orgullosas de la Policía,
igualmente de la Policía Voluntaria. Un reconocimiento a la Policía Voluntaria y a sus familiares.
Decirles, Querid@s Herman@s, que aquí todo va sumando, o sea, la Fortaleza de las diferentes Instituciones está determinada por la Paz y la Seguridad, y los que nos garantizan la Paz y la Seguridad son el Ejército y la Policía, dos Instituciones fundamentales para garantizar la Paz y la Seguridad en Nicaragua, y juntos, con el Pueblo, seguiremos defendiendo esta Paz para seguir erradicando la Pobreza.

Central Event in Commemoration
of the 46th Anniversary of the Founding

Good evening, families of this Christian, Socialist, Solidarity-inspired Nicaragua.
Today we are commemorating the 46th Anniversary of the Founding of the National Police, the People’s Police, our Police who were organized serving as its first Members, Officers, Compañeras and Compañeros who came out of Revolutionary Combat, Comrades who came out of the Insurrectional Struggle.
Compañeros and Compañeras who already had combat experience in which they had forged themselves in the Struggle with great strength, and also with much grief when they came across peasant families, families of impoverished extraction, murdered by the enemies of the People, murdered by the Counterrevolutionaries. And naturally also the Compañeras and Compañeros Police officers who gave their lives to achieve Peace and Stability in Nicaragua.
It was a heroic stage in which our Police were forged, as well as our Army; they were forged like steel when it is being made and, indeed, these are 46 years of struggle for Life, the Life of Nicaragua’s Families, for the Life and Security of Young People, Children, Adults, the Elderly.
A permanent struggle where many policemen have been killed, not only by delinquents, by criminals, but also those who were killed in the 2018 uprising that tried to end our Revolution. But the Revolution was already in the Heart of the People, in the Consciousness of our People, in the combativeness of the People and, quite simply, all they did was to fill people with grief, affecting Peace, because they did affect Peace, since they affected daily business, because they blocked highways.
And really, they thought that since they were not being cleared away, they thought the Revolution was already defeated. But simply put, they were not cleared away, because the People were becoming aware that those who wanted to put an end to the Revolution were in fact attacking Peace and bleeding the People themselves.
They refused to accept ending the Roadblocks, and instead committed yet more crimes, against civilians and against the Police, against the Military; Compañeras and Compañeros who were just passing by and came to a roadblock where they were immediately captured, tortured, murdered and set alight.
Dozens of Compañeras and Compañeros were killed in this way, and that made it possible for the People to value Peace, because the People themselves began to demand, to insist that Peace be restored. And the time arrived when the Police, with the Volunteer Police and with the People, cleared the notorious roadblocks that were set up, they cleared those places where there was murder, looting and theft.
It was a quick Operation in fact, there was no big battle, it wasn’t a battle that lasted for many weeks… No! They simply moved the Police Forces to the points where there was most prevalence of crimes committed, and when those people felt the Force of the Police, the Force of our Volunteer Police, the Force of the People, advancing on them, they immediately started to flee and dissolve. And they were defeated, in a matter of seconds they were defeated, only then to complain, and to this day they keep complaining, because they were defeated when they wanted to keep upending Peace.
Now, the People value Peace more and more with each passing day. All the social and economic sectors of our country value Peace more, everyone values Peace, and it is now well understood that, if we want to end poverty, Peace is essential, so as to continue building Hospitals, continue building Schools, continue building Housing for Families who are still impoverished.
That is our goal and we are committed, the Revolution is committed to all Nicaragua’s Families, to ensure for them Health, Education and Housing. And we are going to achieve that, because we are moving forward. And the day will come when there is no lack of decent Housing for any Nicaraguan Family, no lack of employment, no lack of agricultural activities, or activities for craft people, for market traders since all of this has been multiplying, has been growing, why? Because there is Peace. Peace has been fundamental, is fundamental, and will continue to be fundamental, for Nicaragua to become an increasingly prosperous and safer Country.

You see, here is Peace says this child. Yes! This Child will turn 2 years old this coming Saturday, but he has an attraction for these activities of the People, for revolutionary activities, for the activities of the Army and the Police. He’s walking now, and waving.
This Struggle that we are waging, Brothers and Sisters, saves Lives, and Childhood is what represents the Lives we have to protect the most, the Lives of Children, the Lives of Families; in protecting the Lives of Families we are protecting the Lives of Children, and protecting pregnant Mothers, during their pregnancy, as we are doing now with Programs in Hospitals, where we are making sure that pregnant Mothers can have a successful delivery.
That is to say, what comes first is Life, the Lives of the Children who are in Pregnant Mothers comes first. And for this we have managed to develop techniques and capabilities, such that Mothers bearing their Child in the womb, via the follow-up they receive in Hospitals, it now possible to offer them a system of evaluation that if children appear with any problems in the womb, then an operate on them can be performed in the womb.
And the Elderly who are in conditions of poverty or who have multiple diseases, we are also developing Programs for them, care homes, to attend them there and save Lives, so that they are not left stranded in the midst of misery, in the midst of poverty, but, in our People we have always had great respect, great affection for the Elderly, because we value that without them we would not be, and that they helped us to form, to grow.
And we are making all this effort in order to advance as much as possible, since it is our duty to advance as much as possible, with all the means we have at our disposal, to bring more Health Posts to those places where there are still no Health Posts.
Although I would say that Health Posts now cover practically all of Nicaragua. Since, in addition, where there is no Health Post, a vehicle can arrive there with all the medical equipment and Specialists to do the examinations for the Communities, the Regions which do not have the opportunity to have a Hospital or a Health Post nearby.
That is to say also, we have a free hospital service. Here it is forbidden to charge for health care, it is forbidden to charge for Education; Education and Health Care are free for the entire Nicaraguan people.
So much news, that we listen to or that we watch, about what the world is like right now. The world is not a World of Peace, unfortunately no it is not a World of Peace. When there should be Peace in the World is when there are more conflicts and more wars in the World; it is when terrible crimes are being committed, such as those committed by the government of Israel, which is murdering an entire people, destroying all their homes, all their buildings, every school and hospital, because it wants to disappear the Palestinian People.
And the Government of Israel is doing so because it has military resources, the billions that the US Government and European governments are putting there, in Israel, so that Israel can finish off the Palestinian People, and by finishing off the Palestinian People they can then become the owners of the entire region, and by becoming the owners of the entire region, which is a very rich region, then give that wealth to the Imperialist Countries.
In other words, the United States does not make this investment for free, they simply make it because they are interested in dominating the economy of the entire Region, a Region which historically is a Region that has a great Identity, great Strength, and where there are Peoples who have been rebellious Peoples who have fought against colonialism but now they want to turn them into slaves.
Of course, we condemn the crimes being committed against the Palestinian People, as well as we condemn the deployment of military forces by the United States government here in the Latin American Region, with the tale that Venezuela is the greatest exporter of cocaine and that Colombia is the greatest producer of coca leaf. And on that pretext, inventing that the Venezuelan authorities, that the President of Venezuela, our Brother Nicolás Maduro is someone who presides over drug trafficking gangs.
Venezuela, a country with immense wealth, is the Country with the largest oil reserves in the world, and that’s what the US rulers, US capital, are looking for, to take over Venezuelan oil, to steal the oil of the Venezuelan people, inventing that coca comes out of those Southern Countries and which is then consumed in the United States.
They, who have such intelligence power, such gigantic military power, where is that power then? If they can’t control their ports, if they can’t control their cities, the United States of America is where the world’s greatest drug consumption takes place and where thousands and thousands of young Americans die as a result of drugs.
So, nor do they not want to assume the responsibility of controlling their Banks; since drug traffickers stealthily open accounts in the Banks, and there is no law there that requires strict checking of those accounts. In other words, there is complicity there.
It is terrible what is happening, given, on the one hand, what they have done to immigrants, even Nicaraguan Brothers and Sisters, who have traveled to the United States believing that they will be much better off than here, they are now sending them back to Nicaragua.
But first they imprison them there in the United States, and they have imprisoned entire families there in the United States; entire families from Latin American, from Caribbean Countries and other Regions of the World, who came to the United States there when the US authorities themselves were asking for emigrants to work in agriculture, work in industrial areas, because labor was needed. Now it turns out that they are being expelled from the United States; they are putting them in prison, accusing them of drug trafficking and sending them to prison.
And in the case of Nicaragua, they are deporting people, flights are arriving here and they are received here, since they left with the intentions of working and they were working.
This is what is happening in the United States: Those who are pursue emigrants to capture them and deport them arrive at the factories, when the factories are working, at any time of the day or night they enter and begin to detain the workers, because most of the workers are immigrants. And this clearly causes discomfort for the owners of companies that are American.
That is to say, it is a totally brutal policy, because they are attacking citizens who entered there; others even with American citizenship, they also go to prison, and then outside, another number of people have died, murdered there in the United States.
The emigrants who return on the flights we welcome very well, these days a flight with 119 emigrants arrived. These are Nicaraguans, workers, humble people who were struggling there, and well, we welcome them here with open arms.
We received them as Nicaraguan Brothers and Sisters, because they did not go there to ask the United States to invade Nicaragua, they went there to look for Life, and look at the tragic outcome. And though more flights may come, the good thing is that many opportunities are opening up here, more job opportunities opening up every day and so they will have the opportunity to work alongside their Families.
On this day, our congratulations first of all to your Families, Brother and Sister Police Officers, because there can be no Police Officers if their Families are not there first, and your Families accompany you, the Families who understand your work is a risk, a great danger, because you risk your life through your work.
And your families know they may not be seeing you every day, since your job is not an eight-hour-a-day job, but it’s a job around the clock, and one that has many risks, and your Family there, really gives you their support. So our thanks, our recognition to the Families of all the Police Officers of our National Police.
And how glad we are about the recognition, among the promotions, to see a good contingent of Women there receiving Ranks that they well deserve. And our congratulations also to their male Comrades who have also received Higher Ranks.
Our recognition also to First Commissioner General Francisco Díaz as the Founding Leader of the National Police, and to Commissioner General Victoriano, the Compañero who today shares that Post with General Francisco Díaz.
Well, tomorrow we will have the Parade on the Avenue Bolívar to Chávez, we will be there accompanying you in the Parade, and transmitting the Parade as we are transmitting this Event, for all of Nicaragua, for all Nicaragua’s Families.
Let Nicaragua’s families feel that this Police is there to serve them, to safeguard them, to protect them, and that, therefore, they should feel proud of our Police, and equally so of the Volunteer Police. Our recognition to the Volunteer Police and their Families.
We can tell you, beloved Brothers and Sisters, that everything is contributing here, that is to say, the Strength of our different Institutions is determined by Peace and Security, and those who guarantee us Peace and Security are the Army and the Police, the two fundamental Institutions guaranteeing Peace and Security in Nicaragua, and together with the People, we will continue to defend this Peace so as to to continue eradicating Poverty.
